Mr. Pius Bigirimana, Permanent Secretary Ministry of Gender, Labour and Social Development
Pius Bigirimana is the Permanent Secretary / Accounting Officer of the Ministry of Gender, Labour and Social Development. Born on 22nd March, 1958, he started his long career in Government as an Assistant District Commissioner in Kisoro in 1983 and rising through the ranks to his current appointment as the Permanent Secretary of the Ministry of Gender, Labour and Social Development in July, 2013.
In the period between 1983 and 2013, he served in several Government positions including as Permanent Secretary at the Office of the Prime Minister (2008 – 2013). He also served as Under Secretary between 1999 and 2008 in the Ministry of Health, Ministry of Public Service and Ministry of Education and Sports respectively.
Mr. Pius Bigirimana holds a Masters Degree in Business Administration from ESAMI, Arusha – Tanzania, a Master of Arts Degree in Development Administration and Management, majoring in Economic and Social Policy at the Victoria University of Manchester, United Kingdom and a Bachelors Degree majoring in Political Science and Public Administration at Makerere University Kampala, Uganda. He has also attended several short courses especially in Strategic Planning and Management from Harvard University, U.S.A.
In addition to his position as Permanent Secretary, Mr. Pius Bigirimana sits on several boards including as Board Member of the International Labour Organisation Geneva, Board Member of the National Social Security Fund, Uganda and; as Chairperson of the Uganda National Authority for Chemical Weapons Convention of Uganda.
At the Ministry of Gender, Labour and Social Development, he is credited with the re-establishment of the Industrial Court; Conceptualizing the Youth Livelihood Programme (YLP); Spearheading the establishment of the Uganda Women Entrepreneurship Programme (UWEP); Rehabilitation of several Children Remand Homes and Reception Centers and; Spearheading the implementation of the Green Jobs Programme among others.
He has also been pivotal in the formulation and approval of several Laws, Policies, Programmes, Strategies, Rules, Regulation and Guidelines in the Ministry.
