The National Women’s Council (NWC) is an autonomous body, established by the National Women’s Council ACT of 1993 (CAP 318 LAWS OF UGANDA). Its objective is to bring all women of Uganda together for development purposes, irrespective of their religion, tribe, origin, status or political affiliation. The activities of the Council are coordinated by a Secretariat headed by an Executive Secretary with other Support Staff who implement the Council resolutions while the National Executive Council (NEC) provides general guidance and strategic direction.

1.1 Objectives of the National Women’s Council 

To organize the women of Uganda in a unified body;

To engage women of Uganda in activities that are of benefit to them and the nation. 

1.2 Functions of the National Women’s Council 

a) To inspire and promote among the women a spirit of unity and national consciousness,

b) To provide a unified and integrated system through which the women may communicate and coordinate their ideas and activities;

c) To establish channels through which economic and social services and amenities may reach the women in all areas of Uganda;

d) To encourage the women to consolidate their role in national development in the political, economic, social, cultural and educational fields;

e) To promote relations with international women’s organizations with similar objectives or interests;

f) To do all such other things as are incidental or conducive to the attainment of the objects of the council under this Act


In line with the above, MGLSD is seeking to recruit a competent programme Officer that will effectively and efficiently implementation of the Programme.


 Position: Programme Officer (Livelihoods and Economic Empowerment)

Reports to: Executive Secretary, NWC

Location: Kampala Uganda

Duration: 3 Years Contract renewable on satisfactory performance 


a) Overseeing the implementation of Livelihoods and Economic Empowerment, activities.

b) Conduct surveys, need assessments, data and information collection as and when required for the on-going program or future project proposals in the implementation of Livelihoods, Markets &Public Procurement policies.

c) Ensure the cohesion of the overall Livelihoods, Markets & Public Procurement Policy approach through a close working relationship with other actors.

d) Apply well researched and thought out interventions to restart Livelihoods, Markets &Public Procurement Policy Policies activities.

e) Lead where necessary stakeholders’ discussions to identify restart Livelihoods, Markets & Public Procurement Policy priorities.

f) Ensure National Women’s Council livelihoods, Markets & Public Procurement Policy activities are in line with government strategy.

g) Develop and implement projects and programs on Livelihoods, Markets & Public Procurement Policy policies.

h) Maintain, monitor and measure project implementation data dashboard on the implementation of Livelihoods, and Economic Empowerment Initiatives.

i) Monitor and evaluate the implementation of the council programmes and activities in liaison with other Programme officers

j) Design and implement methods of networking with other agencies and stakeholders towards achieving Women’s Development objectives 

k) Develop and implement training programmes for women councils to empower them with skills in Micro-credit management.

l) Take lead in the development and implementation of research proposals 

m) Any other relevant duties as may be assigned.



 Applicants must be Ugandan possessing the following:

 i) Honor’s Bachelor’s Degree from a recognized University.

ii) Must possess a training in livelihoods and markets

iii) A Master’s Degree in Business Administration, Economics, Social Sector Planning, Monitoring and Evaluation, Social Sciences, Project Planning and Management or Development Studies is an added advantage.

iv) At least three (3) years of relevant experience in project implementation.

v) Should be familiar with preparation and appraisal of small and micro-enterprises/projects.

vi) Should be self-motivated with strong organizational and planning skills.

vii) Should have good interpersonal and communication skills.

viii) Computer Literacy is a must.
